Filter filled with black plastic pellets

I have been buying this regularly for a year or so. I was so happy to find refills for my cat's water fountain. Everytime I threw it out I'd feel charcoal still hard. I thought that's odd so I cut it open and saw these hard black plastic looking rocks. I could tell it wasn't charcoal because it was shiny, hard, and had cut grooves on the black plastic. I am very disappointed, feel ripped off, and feel deceived. I don't recommend.
