They hold
These are great. Easy to install and hold the curtains in place. I have used Command products for a long time on all types of walls and never had a problem.

Cannot Get Hooks to Stay on Wall
I have used Command products over the years for frames without a problem on painted concrete walls. These hooks, after following the instructions and waited the given time hang the rods, do not stay affixed to the wall with a light IKEA curtain rod and a single linen curtain on the rod after a few hours.
Do not recommend using these
Not damage free!!! Bought a house where they used these and even using heat and floss to get the brackets down the paint came off as well as some of the drywall.

Good if you don't care about it looking high end
Looks and feels cheap but does what it needs. the sticky strips it comes with is a hit or miss. Had to try 3 times to get one of the hooks to stay on. Luckily I had extra command strips.
